The American Veterinary Society for Animal Behavior (AVSAB) has created this position statement summarizing the current science and best practices to use when selecting a trainer or behavior consultant. 
For basic manners such as potty training, jumping up, or pulling on leash, some good certifications to look for include 
CPDT-KA and IAABC-ADT.  For behavior concerns such as fear/anxiety, reactivity, or aggression, look for a CDBC or CTC.   Many practitioners work remotely, so even if you don't have someone close by you can still access great support!
  • The Humane Alliance of Rescue Trainers offers free training sessions to dogs in rescue.
  • Maddie's Fund has hundreds of high quality, free education programs for animal welfare programs, including many focused on behavioral healthcare.
  • ASPCApro has many courses on welfare, including behavior and handling.
  • Pod to the Rescue has many excellent episodes on topics around behavior of dogs in foster and newly adopted with top industry experts.
  • Your Dog's Friend has many excellent videos aimed at keeping dogs in homes and out of shelters.
  • Calm Canine Academy has a free webinar on caring for a foster or newly adopted dog
  • Dumb Friends League has many free handouts on a variety of behavior topics
  • The Family Dog has great resources on promoting safe interactions between dogs and kids.
  • Fearfuldogs.com has many excellent resources on working with fearful dogs
